The Victory Plan (Peramoga), what is it?
Is it an Adventure or is it an Operation of the Special Services?
Who will be responsible for the arrests in Belarus?
This paper collects facts about the Peramoga plan and provides an assessment of the realism of the implementation of the stated goals.
On October 20, 2020, Sviatlana Tsikhanouskaya met with former law enforcement officers at the Belarusian Solidarity Center in Warsaw. This meeting was attended by: Andrei Astapovich - former senior investigator of the Investigative Committee, captain, he was introduced as the coordinator of the newly formed BYPOL (The Association of Security Forces of Belarus, also known as BYPOL, is a Belarusian organization that was created by former employees of law enforcement agencies to counter the Belarusian authorities.); Igor Loban - former investigator for especially important cases of the Investigative Department of the Investigative Committee for the Grodno region, major; Matvey Kupreichik as Former Senior Detective of the Department for Drug Trafficking and Combating Trafficking in Human Beings of the Main Department of Internal Affairs of the Minsk City Executive Committee, senior lieutenant; Uladzimir Zhihar is a former operative of the Criminal Investigation Department of the Mozyr District Department of Internal Affairs, a police lieutenant. The intention to create a trade union of law enforcement agencies was announced at the meeting. In November 2020, the BYPOL initiative was created[1].

On May 31, 2021, the Situation and Analytical Center, created on the basis of BYPOL, announced the Peramoga plan. According to information posted on the organization's website: "The Peramoga plan implies the mobilization of Belarusians and the creation of an entire underground structure. When enough people join the plan and it will be possible to organize the structure, the Situational and Analytical Center will form a feasible task for each participant. Each person will receive a mobilization order, which will indicate what actions need to be taken, where and when. In the case of a very large number of participants, it is possible to plan a march as well. Our task now is to collect data and, based on them, adjust the mobilization strategy. A mobilization order is an electronic message that will be received by all registered participants, which will contain complete information for the entire duration of the operation, in what period, where and what tasks need to be completed. The formed groups will act autonomously from each other. If the regime agent will be planted into one of the groups, the rest will remain safe and will be able to perform the tasks assigned to them."[3]. As plan stated, at some point People who have registered in the plan will receive a "command to act for the restoration of democracy and the rule of law in the country."
However, what exactly is “the Peramoga plan” and whether it has already been developed is unknown. Its authors "promise the necessary actions at the right time." Also, there are no information about when this moment will arrive and what kind of actions will be taken[4].
As the head of the organization, Oleksandr Azarov, told DW, more than 200,000 Belarusians are registered in the plan[5]. As of July 9, 2023, the BYPOL Foundation is responsible for the implementation of the Peramoga[6] plan. Since its launch, the Peramoga plan has been actively supported by politicians Sviatlana Tsikhanouskaya[7] and Pavel Latushko[8].
In an interview, Sviatlana Tsikhanouskaya cannot explain what the essence of this plan is, citing secrecy. [9] On June 24, 2023, members of the so-called United Transitional Cabinet of Belarus (ZJEDNOCZONY GABINET TYMCZASOWY BIAŁORUSI (NIP: 7011139691)) again called on citizens to join the Peramoga plan[10].
To participate in the Peramoga plan, you need to register in the chatbot @plan_peramoga_bot on the Telegram and fill out a short questionnaire. For personal data it is required to fill in information about the place of work, the locality of permanent residence, and the military registration.[11]
It is officially reported that "the plan data base is located on secure servers abroad. Only a few people from the Situational and Analytical Center have access to the database. There are no phone numbers, e-mail boxes, exact addresses of participants in the database[12]. According to the head of the main department for combating organized crime and corruption of the Ministry of Internal Affairs of Belarus, during "registration, the bot collects, for example, the following data: phone number / account ID / nickname / username, place of residence, place of work, position, whether there is a company car, real estate, outbuildings, what are the skills, hobbies, degree of readiness to participate in protests".[13]

According to Oleksandr Azarov, "the database is encrypted using a complex algorithm, data from a questionnaire survey and telegram accounts ID are stored there."[14]
The law enforcement agencies of Belarus have databases containing a bunch of "telegram-ID - username - phone number".[15] The security forces can check the user ID using the existing "T-Search" database in their database. [16]There are cases when, during detentions in Belarus, the security forces checked people's phones and wrote from their Telegram accounts to a bot called Magnit. As Cyberpartisans explained, this bot allows you to find out the ID of accounts - a unique user number.[17]
Thus, the data collected through the chatbot @plan_peramoga_bot Telegram is sufficient to identify the user and establish the identity of the person.
There are cases when BYPOL representatives contacted those who signed up for the Peramoga plan through a bot in telegrams and asked them to answer some questions via audio link (and possibly video communication). On February 10, 2022, Oleksandr Azarov said that "we get in touch with those with whom we consider it important to talk in person. Not all people receive these messages[18]." On July 27, 2023, he stated that BYPOL had processed about 10 thousand people who signed up for the Peramoga plan[19]. There is reason to believe that in this way the identity of citizens who filled out the application form for joining the Peramoga plan may be established, and other additional information may be clarified.
On October 19, 2022, a former BYPOL employee and ex-employee of the Belarusian prosecutor's office, Aleh Talerchik, said that he did not have access to information about the Peramoga plan, he also did not know how it could be implemented and he did not know its essence[20]. However, on June 2, 2021, Oleg Talerchik urged citizens to apply to join the Peramoga plan[21]-[22].
On July 7, 2023, former BYPOL employee Andrei Ostapovich said on Euroradio that no one in the organization knows what the Peramoga plan is[23].
On October 16, 2022, a fake Telegram channel on the BYPOL channel, which was probably created by the special services of Belarus regime, published a stuffing that the "Peramoga Plan" had been launched. Four videos with detainees appeared on the pro-government channel of the (GUBOPiK) Main Directorate for Combating Organized Crime and Corruption - the security forces claim that all of them are allegedly connected with "participation in the Peramoga plan[24]".
Clones of the Peramoga plan chatbot are being created by unknown persons in Telegram, which are different from the one launched by BYPOL[25]. Perhaps this is done by law enforcement agencies specifically for the purpose of diverting attention, intimidating the population, covering up the arrests of citizens who have signed up for the Peramoga plan or for other reasons.
The state media of Belarus regularly report on the detention of citizens who signed up for the Peramoga plan. According to human rights activists, more than 70 people were detained and convicted in Belarus, where the reason was participation or registration in the "Peramoga" plan (Appendix 2).
On August 9, 2022, Mikhail Bedunkevich, deputy head of the Main Directorate for Combating Organized Crime and Corruption of the Ministry of Internal Affairs of Belarus, said that "the Main Directorate for Combating Organized Crime has identified 100 people involved in the Peramoga plan[26].
On November 20, 2022, the Minister of Internal Affairs of Belarus, Ivan Kubrakov, said: "The so-called Peramoga plan, which was announced in the West, we have established most of these people. When these people tried to commit terrorist attacks on the territory of Belarus, all these groups were detained." [27]
On June 29, 2023, Nikolai Karpenkov, Deputy Minister of Internal Affairs, said on the air of the state TV channel STV that "there is the Peramoga plan there, there are also those who signed up for it. We know many of them, but some of them, of course, remain [unknown][28]."
On August 17, 2023, Oleksandr Azarov stated, "The personal data of all participants in the Peramoga plan is reliably protected, and information leakage is impossible[29]."
Note: On July 5, 2023, the Association of Security Forces of Belarus announced the change of name from BYPOL to BELPOL. Oleksandr Azarov and Stanislav Luponosov were expelled from the organization, and "any cooperation" was terminated with them and with the BYPOL foundation. The legal name BYPOL and the "Peramoga" plan remains with the foundation (FUNDACJA BYPOL (NIP: 5252864300) of Oleksandr Azarov. [30]
Data leak from the telegram channel "Black Book of Belarus"
In November 2022, the media published information that Artur Gaiko, an employee of the Main Directorate for Combating Organized Crime and Corruption (GUBOPiK) of the Ministry of Internal Affairs of Belarus, worked undercover for ten months as an administrator of the Black Book of Belarus (ЧКБ in russian) telegram channel[31].
The Black Book of Belarus is an initiative that emerged at the beginning of the protests in Belarus in 2020. Her Telegram channels published personal data of security officials, judges, officials who may be involved in the beating of peaceful protesters, inappropriate trials and other human rights violations in Belarus.[32]
According to Belsat (a Polish free-to-air satellite television channel aimed at Belarus), the embedded agent could gain access to the data of about 10,000 Belarusians who wrote to the network of ЧКБ channels. The source of the publication "Zerkalo", who was part of the ЧКБ team, clarified: only during the time when he had access to correspondence, more than 8 thousand people contacted the project. In addition to bots, Artur Gaikov also had access to the admin panel, where you can see all the user's messages, ID and nickname[33].
According to Yanina Sazonovich, "Hayko also worked with Tsikhanouskaya's Office and, most likely, had access to their resources." At her disposal "there is an audio recording where Hayko Artur talks about the creation of an analytical center at the Office of Sviatlana Tsikhanouskaya."
Yanina Sazonovich accused Franak Vecherko, an adviser to the Sviatlana Tsikhanouskaya Office, of lying and the involvement of the Infopoint organization he manages in the data leak[34].
On November 14, 2022, former members of the Black Book of Belarus channel and the Infopoint Media Network team acknowledged the incident with an agent of the Belarusian special services who infiltrated the Black Book of Belarus team, who worked undercover for nine months, from September 2020 to the end of May 2021, and received important data, including those that contributed to the arrests of many activists and the detention of Roman Pratasevich[35].
On November 14, 2022, the Infopoint Media Network team turned to the "sources" of the "Black Book of Belarus" — people who sent information to the project through a chatbot in 2020-2021. "The fact is that from September 2020 to May 2021, an employee of the GUBOPiK worked at the ЧКБ, who managed to infiltrate the initiative. It is still not known exactly how much data fell into his hands. It is possible that all data about people who sent information from September 1, 2020 to May 23, 2021: names, surnames, phone numbers, photos, ID addresses of Telegram users. The Infopoint Media Network team urged these people to think about their safety: change their phone number and delete their Telegram account, and, if possible, leave the territory of Belarus ("to prevent potential criminal prosecution and arrest")."[36]
At least 37 people were detained for transferring data to the Black Book or otherwise cooperating with it, as of November 2022[37].
According to the recording of telephone conversations of employees of the Ministry of Internal Affairs of Belarus, on May 24, 2021, Artur Gaiko participated in the arrest of Raman Protasevich and Sofia Sapega in Minsk[38].
Based on the published information, there is a reason to believe that the information received by Artur Gaiko during his activities as the administrator of the Black Book of Belarus telegram channel made it possible to establish the route of Roman Protasevich's flight and was used by the law enforcement agencies of Belarus for the forced landing of a Ryanair plane in Minsk on May 23, 2021.
On November 17, 2022, Oleksandr Azarov said in an interview with Euroradio that "Gaiko does not have an array of information, that this is a myth, that he has an archive of data."[39]
On November 24, 2022, an article was published on the Belsat website, in which the former editor of the Black Book, Yanina Sazanovich, reported that "BYPOL knew almost a year and a half ago that Gaiko had access, among other things, to the ЧКБ chatbots. Members of the Black Book team made their own investigation, retold it to BYPOL, and held an online meeting at which "everything was told in detail," including chatbots. Sazanovich claims that "it was BYPOL that asked the ЧКБ employees not to make a fuss about Gaiko's access to chatbots. Sazanovich claims that she told the head of BYPOL, Oleksandr Azarov, and the public representative of BYPOL, Matvey Kupreychik, that she would not take responsibility for covering it up, but they asked her to ignore the case. The former administrator of the ЧКБ Yasya, whose contact was shared with Belsat by Sazanovich, recalls that at an online meeting in July 2021, the Black Book of Belarus (ЧКБ) team spoke to the BYPOL team, among other things, about Gaiko 's access to the archive of messages from the ЧКБ bot and about the ID of accounts in this archive. Yasya recalls that BYPOL said not to worry about the database with ID, because it is very difficult to identify people from them. At the beginning of the summer of 2022, in one of the correspondences, Azarov asked Sazanovich for her opinion on the message about the detention of people for "leaking" the data of the security forces, and that they could be associated with the seizure of the ЧКБ chatbot by the security forces. Azarov asked this as if he was not sure of Gaiko's access to the ЧКБ database[40].
As of July 12, 2023, Artur Gaiko was the head of the department of the Main Directorate for Combating Organized Crime and Corruption of the Ministry of Internal Affairs of Belarus[41]. In the period from 2015 and presumably until October 2018, Alexander Azarov worked as the head of the department for countering extremism in ethnic, religious formations and illegal migration of the Department for Countering Extremism of the Main Directorate for Combating Extremism of the Ministry of Internal Affairs of Belarus[42].
No investigation was conducted into the leakage of personal data of Belarusian citizens to the regime’s law enforcement agencies of Belarus.
Rail war
At the end of February 2022, there were reports in the media about sabotage on the railways of Belarus, in order to disable military equipment and materiel transported by rail, which was intended for military operations on the territory of Ukraine. According to the association of former security officials BYPOL, the participants of the Peramoga plan are behind the sabotage on the railway[43]. During the interrogation, one of the detainees said that he was a member of the "Peramoga Plan" and a few weeks ago received an assignment from the curators to "pick up the cache".[44]
The main events of the "rail war" in Belarus in February-March 2022:[45]
According to the Ministry of Internal Affairs, on the night of March 1-2, 2022, Sergei and Ekaterina Glebko were detained in Stolbtsy. Allegedly, they set fire to logs on the railway tracks to obstruct the movement of trains. A criminal case has been opened against Siarhei under Article 289 of the Criminal Code of Belarus (act of terrorism). Also on March 2, Aliaksei Shishkovets was detained in Osipovichi, he is accused of participating in an extremist formation. According to the Belarusian Ministry of Internal Affairs, at the beginning of 2022, the man "joined BYPOL to commit illegal acts on the territory of Belarus," and on March 1, he was allegedly ordered to block the railway, as well as to prepare and use Molotov cocktails. Also on March 2, a 35-year-old man was detained in Zhodzina, details are not known[46].
On February 10, 2023, Vladimir Avramtsev and Dmitry Klimov were sentenced to 22 years in prison each for participating in the "rail war". Articles of the Criminal Code are 289 ("act of terrorism"), 356 ("treason to the state"), 290-4 ("participation in an organization to carry out terrorist activities") and 309 ("deliberate disabling of vehicles or means of communication"). Together with them, Yevgeny Minkevich was tried for failing to report the crime, who was sentenced to one and a half years in prison, but thanks to the amnesty and the time spent in custody, the term was considered served. The case, in which such serious articles of the accusation appeared, was considered behind closed doors in two weeks[47].
Blowing up an aircraft at the airfield in Machulishchy
On February 26, 2023, the media reported on the alleged explosion of a Russian A-50 AWACS aircraft at the airfield in Machulishchy near Minsk. As a result of two explosions, the front and central parts of the aircraft were damaged, avionics and radar antenna were damaged. According to BYPOL, the plane was damaged. The Belarusian authorities have not commented on reports of the attack for four days. On March 2, the plane took[48] off. The head of the BYPOL association, Aliaksandr Azarov, told Belsat that the Russian A-50 aircraft in Machulishchy was attacked from the air. The drone attack was carried out by the participants of the Peramoga plan. [49]On March 5, 2023, at least 20 people were detained in villages near Machulishchy airport, according to the Viasna Human Rights Center. According to human rights activists, 14 people were released, and six were placed in a pre-trial detention center[50]. Some face the death penalty.[51]
On March 6, 2023, an investigation was published stating that the video of the drone attack on the plane in Machulishchy is a montage, the plane was not damaged, there is no explosion at the end of the video, but simply added the effect of losing the signal from the free video effects site[52].
On March 9, 2023, an operational officer of the KGB of Belarus reported that "during the implementation of operational-search measures, it can be argued with a high degree of probability that the Polish special services were also involved in carrying out this action." [53]
On July 26, 2023, Oleksandr Azarov stated that "the attack on the Russian A-50 aircraft at the Machulishchy military airfield at the end of February was a joint operation of BYPOL and the Security Service of Ukraine (SBU). After that, we started having huge problems. Funding was completely stopped. Carrying out actions from the territory of Poland to the territory of Belarus is actually the preparation of war by a foreign state - in this case, Poland - in Belarus. Any actions that are planned from Poland, Lithuania, Latvia on the territory of Belarus is prohibited by local special services and, to put it mildly, they are not welcome"[54].
On July 27, 2023, Uladzimir Zhihar, who worked at BYPOL in February 2023, told reporters that "most BYPOL employees learned about the action in Machulishchy only after it took place. Oleksandr Azarov explained that the plane was blown up by Belarusian partisans - participants in the Peramoga plan. The BYPOL team later became aware of the details of the role that the organization played in the sabotage, but he cannot talk about this, citing the confidentiality of information. According to Oleksandr Zhigar, "after the words of Oleksandr Azarov that the sabotage was committed by BYPOL together with the SBU, the detainees may also face charges under Article 256 of the Criminal Code (Treason). For treason to the state, ordinary citizens face up to 15 years in prison. Oleksandr Azarov, during an interview with Tatyana Martynova, said that the action in Machulishchy was a joint operation of BYPOL and the SBU, thereby assisting the regime in forming an evidence base for treason against the state, confirming the accusations against people. It sets them up[55]."
On July 28, 2023, BELPOL representatives in an interview with Belsat, commenting on Aliaksandr Azarov's statement about the involvement of the SBU in sabotage in Belarus, stated that "thoughtless voicing of such information promises all detained citizens additional prosecution for "treason against the state" under Article 356 of the Criminal Code of the Republic of Belarus. The video, where Azarov talks about the involvement of the SBU, can be used as evidence in the courts[56]."
Based on the data collected, there is reason to believe that the operation to allegedly blow up the plane in Machulishchy was organized with the participation of the regime’s security forces of Belarus in order to identify opposition activists and intimidate the population.
Financing
As of September 2023, at least three major sources of funds for the activities of the BYPOL organization are known.
In 2021, the Flemish government decided to allocate a subsidy of €46,800 to the iSANS organization[57]. It is reported that in 2021, with the support of the Embassy of the Netherlands, iSANS worked on a research project called BYPOL. Its goal is to compile a list of human rights violations committed by employees of the Belarusian regime special services and bring them to an international court[58].
According to the results of an open call for applications within the framework of the Grant Competition for Belarus, the Polish Foundation "International Solidarity" allocated 251,460 zlotys (about 54,000 Euros) in 2023[59].
Between 2021 and 2023, BYPOL's cryptocurrency account received 37.40139799 Ƀ, which is about $1 million US Dollars.[60] After the announcement of the Peramoga plan, several large anonymous donations were received[61]. Large targeted revenues may indicate covert funding from persons interested in this initiative, including special services.
Conclusion
More than two years have passed since the announcement by BYPOL of the creation of the Peramoga plan and calls for citizens to sign up for the plan's Telegram chatbot. None of the stated tasks have been completed. It is not at all clear what the Peramoga plan is, what it provides, whether it exists at all in the form reported by the authors.
There are regular reports in the media about the arrests of citizens who filled out a questionnaire and joined this plan. It is not clear for what purposes the data is collected, selective calls are made to participants. Among the participants who signed up for the chatbot of the Peramoga plan may be citizens of Belarus, as well as citizens of other countries of the European Union. This activity is the collection and processing of personal data, which is carried out within the jurisdiction of the European Union and may violate GDPR rules. There is no information on how the safety and security of the data collected by BYPOL through the Peramoga chatbot in Telegram is ensured.
One of the goals of the Peramoga plan may be to collect information about activists on the territory of Belarus, with a view to their subsequent identification and arrest.
Suspicious large anonymous financial payments through cryptocurrency, the leak of data from the Black Book of Belarus project, the involvement of the Infopoint organization in this, participation in a special operation with a Ryanair plane, set-ups of citizens during the "rail war" and the story of the plane in Maschulishchy raise questions. None of the public figures who campaigned for the Peramoga plan claimed responsibility for the arrests of citizens that took place in Belarus as part of some actions and operations.
There is reason to believe that some EU countries funded the organizations BYPOL and Infopoint, which in turn ensured the leakage of personal data and arrests in Belarus.
Numerous public confessions in the media by the head of BYPOL Aleksandrov Azarov about his involvement in the preparation and organization of terrorist attacks on the territory of Belarus, the collection of citizens' data in order to involve them in such activities, create potential risks of drawing neighboring countries into a conflict, including a military one, with the Republic of Belarus. The motives for such activities are completely unclear, there is no impact on the stability of the Lukashenka regime.
Based on the above facts, there is reason to believe that a group of people created an adventure or this project is an operation of the special services.
In this situation, it is worth remembering the operation "Trust", which took place in 1921 – 1927 in Europe. In its course, a fake organization of the anti-Bolshevik underground, the Monarchist Association of Central Russia, was created to help the Soviet special services identify monarchists and anti-Bolsheviks.
