These elections were satirical in nature, meant to mock the fraudulent elections held by Lukashenko. The citizens of Belarus cannot elect their own president, political prisoners are held in prisons, and over 300,000 Belarusian citizens have become refugees. No one is allowed to run for president in Belarus, which is why the dog character was nominated.
